Gary Miller, General Manager
Gary Miller has been with Bryan Texas Utilities for 19 years, the last 12 of which have been in the General Manager role.
Gary has a well-rounded breadth of ERCOT and Public Power experience, having worked for ERCOT, Investor-Owned Utilities, Electric Cooperatives, Power Marketers, River Authorities, and Municipalities.
Gary received his Bachelor of Science in Electrical Engineering from Lamar University in 1984 and has worked in the ERCOT market for his entire 40-year career. He has been a member and participant in many ERCOT committees, subcommittees, and working groups.
Gary serves on the TPPA Board of Directors as Chair of the TPPA Engineering and Operations Committee and serves on the APPA Board of Directors as representative for Region 4, which is comprised of Texas, Louisiana, Oklahoma, and Arkansas.

Randy Trimble, Executive Director of Energy Delivery
Randy Trimble is the Executive Director of Energy Delivery at Bryan Texas Utilities. He leads a dedicated team of BTU employees who are responsible for the planning, design, construction, operation, and maintenance of BTU’s distribution and transmission systems.
An electrical engineer since 1987, Randy has worked in the electric utility for over 30 years. After working seven years at Xcel Energy, an investor-owned utility, he spent the last 24 years with BTU. At BTU, Randy has held the positions of Electrical Engineer; Line Design Supervisor; Manager of System Planning; Division Manager of Engineering and System Planning; and, for the last 13 years, Executive Director of Energy Delivery.
Randy is a licensed professional engineer. He holds a Bachelor of Science degree in Electrical Engineering from Louisiana Tech University and a Masters of Electrical Engineering from Texas A&M University.

Doug Lyles, Executive Director of Business and Customer Operations
Doug Lyles is the Executive Director of Business and Customer Operations at Bryan Texas Utilities. He also serves as BTU’s Chief Risk Officer. He is currently responsible for customer service, billing, energy services, communications, Lake Bryan, energy risk, and energy settlements.
Doug has worked in the Texas electric industry for over 22 years; the last 14 of which, have been with BTU, where he previously held the positions of Controller and Financial Planning Manager.
Prior to joining BTU, he worked in accounting, corporate planning, corporate finance, and business strategy in Houston at a retail electric provider and a power generation company.
Doug is a Certified Public Accountant and has a bachelor’s degree in Accounting and a Master of Science degree in Finance, both from Texas A&M University.

David Werley, Chief Business Officier
David Werley is the Chief Business Officer at Bryan Texas Utilities. He plays a pivotal role in overseeing
business operations and strategic initiatives that ensure the utility delivers reliable and efficient services
to the Bryan College Station community.
With a career spanning over three decades in the utility industry, David has spent time leading teams at CPS Energy, New Braunfels Utilities, and LCRA.
David brings a wealth of experience in leadership, often overseeing special large projects such as BTU’s new Administration Building and economic development efforts.

Wes Williams, Executive Director of QSE Services/Power Marketing & Generation, Regulatory Compliance Officer
Wes Williams is the Executive Director of QSE Services and Power Generation, as well as the Regulatory Compliance Officer for Bryan Texas Utilities (BTU). He is responsible BTU’s physical and financial power portfolio in the ERCOT wholesale electric market, including the Real-Time, Day-Ahead, and Forward Market desks. Wes oversees the origination of the utility’s power purchase agreements and the Qualified Scheduling Entity (QSE) operations for both BTU-owned and contracted resources. Wes is also responsible for the efficient and safe operation of BTU’s natural gas fired generation assets.
As Regulatory Compliance Officer, Wes ensures that BTU adheres to all local, state, and federal regulations governing the energy industry. This includes compliance with the Public Utility Commission of Texas (PUCT), Environmental Protection Agency (EPA) guidelines, and Federal Energy Regulatory Commission (FERC) regulations, as well as specific mandates from the Electric Reliability Council of Texas (ERCOT).
Wes holds a degree in Mechanical Engineering from Texas A&M University and has over 30 years of experience in management, engineering, and regulatory compliance within the utilities and manufacturing sectors. He has been with BTU for the past 15 years.
BTU's Board of Directors
The BTU Board was created in 2001 by the Ordinance of the Bryan City Council to oversee the operations of the electric utility. Board member positions are appointed by the Bryan City Council.
The BTU Board of Directors meets on the second Monday of the month at 4 p.m. Meeting date, time, and location is subject to change with notice.
