Early Pipe Program

Applicable only to residential construction projects in the BTU service territory within the city limits of Bryan and College Station.

The Early Pipe Program is designed to give home builders the opportunity to have underground service conduit installed early in the construction process—typically at the time the slab is poured. This proactive approach offers several key benefits:

  • Reduced risk of utility conflicts
  • Less equipment to install
  • Shorter scheduling timeline when ready for conductor installation

Option A: BTU-Installed Conduit

Builders must clearly mark the future meter socket location on the slab where BTU is to install the secondary conduit. Once marked, an Early Pipe inspection must be requested through Citizenserve.

Upon passing the inspection, BTU will install the conduit and leave sufficient length protruding above ground to serve as a service riser.

Scheduling:
The Early Pipe Program follows BTU’s standard scheduling process, which typically takes 7–10 business days following confirmation of any required utility locates.

Site Preparation Requirements:

  • A clear, unobstructed path must be maintained along and adjacent to the conduit route to allow adequate working space for BTU crews.
  • The site must be free of debris, including bricks, wood, trash/dumpsters, equipment, and other materials.
  • All private underground utilities must be clearly located.
  • BTU is not responsible for damage to landscaping or private utilities that are not properly marked.

Important Notes:

  • If slab is mismarked or the meter socket location changes after the slab has been marked, it is the responsibility of the Builder or Electrician to relocate the conduit and ensure proper installation of the riser and elbow.
  • The riser must be plumb from the underground horizontal run to the meter socket.

If the meter socket is installed on a finished wall before BTU has installed the conduit, the project becomes ineligible for the Early Pipe Program. In such cases, the Builder/Electrician must install the riser and elbow prior to BTU’s conductor and conduit installation

Option B: Builder-Installed Conduit

Builders or electricians may elect to install their own secondary conduit in accordance with BTU specifications.  Once installed, a Secondary Conduit Cover Up inspection must be requested through Citizenserve.

BTU will supply the necessary PVC conduit for secondary conductor installation. Conduit may be picked up at the BTU Warehouse located at 2301 Fountain Avenue, Building 240, Bryan, TX

To receive conduit, the job number must be provided. It is recommended to contact BTU warehouse staff in advance at (979) 821-5933 to coordinate pickup.
